Description:
The scope of the Contract is the preparation (a) a strategic assessment of available alternatives and options for the development of an integrated network of waste management infrastructure for the treatment of mixed, separately collected and residual waste and the preparation of a Pre-Feasibility Study and Project Pipeline assessment, (b) the preparation of a Project Concept Note, (c) an appraisal of the feasibility of the selected project alternatives and the preparation of a Feasibility Study, including a Cost-Benefit Analysis and a PPP Value for Money Assessment to assess alternative options for tendering and financing the project, including the options for executing the project with funding from the State Budget and through a Public Private Partnership, in order to arrive at a clear recommendation and costing of the proposed alternative and (d) the preparation of a Proposal to the Council of Ministers to obtain approval of the proposed project alternative
